Pepper mignonette is not actually a variety of pepper, it is a French mixture of white pepper and black pepper, although it has spread to the USA and Canada where they also add allspice and coriander seeds to give it more body.
They are not passed through the grinder, the correct use is to crush them in a mortar without turning them into powder and sprinkle them on top of meat or fish or simply as a table condiment.
